Steps To Reproduce:
1. Create environment 'test'.
2. Create Demo service 'demo' in this 'test' environment and deploy this environment.
3. Create IIS service 'iis-service-simple-test', start to deploy this environment again.
Observed Result:
Heat FAILED with the following error:

The root of this problem in incorrect naming strategy for all resources. Heat can not use long names for different resources (like instalnce name, security groups names, networks names and etc)
Need to change naming strategy to fix this critical issue.
