SQLA 0.8.3+ has an InsertFromSelect built in - http://docs.sqlalchemy.org/en/rel_0_8/core/dml.html#sqlalchemy.sql.expression.Insert.from_select

We're still pinned, along with the rest of OpenStack to SQLAlchemy>=0.7.8,<=0.7.99.
