Bug Description

Can't build docs for Nailgun:

Exception occurred:
  File "/usr/lib/python2.7/inspect.py", line 815, in getargspec
    raise TypeError('{!r} is not a Python function'.format(func))
TypeError: None is not a Python function

'nailgun.apiautodoc' sphinx plugin fails while generating docs for ProviderHandler handler. Actually, it's base class for handlers and docs should not be generated for it
