    Simplification orders of Bridge creation for OVS agent

    Closes-Bug: #1259924
    * use neutron::agents::utils::bridges{} abstraction for create bridges for ovs-agent
    * naming Cs_resource for more convinient use.
    * remove unneeded relationship
