Import filters need a better file type detection

Bug Description

(Based on duplicate reports).

When you load a file with *.ai.svg extension (either on command line or with File/open [All inkscape files]) the import extension (aisvg.inx / aisvg.xslt) is not called. It works when you open with File/open [Adobe Illustrator SVG (*.ai.svg)]).

Same problem with AI files (mimetype image/x-adobe-illustrator). Depending on the AI version (older or newer than AI9) we have two different import filters, and Inkscape doesn't automatically detect the appropriate one.

Inkscape apparently uses the mimetype (text/xml+svg) instead of the file extension (ai.svg) to detect the file type.
