Bug Description

ISO: {"release": "3.2.1", "nailgun_sha": "68b064d77d951f20fd33f11de8976d113df52fc5", "ostf_sha": "736a0e2f88fb5b5bdd1c3117d5acb942d428e747", "astute_sha": "c981ba40fccfdb78be85fcff13188dfded2773ee", "fuellib_sha": "536d69dda946e9002cc5ff0d521ea4f18d19c15a"}

*steps*
- create environment. CentOS, multi-node, neutron with GRE segmentation, Ceph for images. Install murano
- turn off "Use VLAN Tagging" for all networks
- add nodes: 1 controller, 1 compute, 1 cinder, 2 ceph-osd
- move networks to different interfaces
- deploy changes
- navigate to horizon

*result*

Reproduced on iso 4.0 number 147.
COnfiguration:
- centos simple;
- controller, compute, cinder;
- no ceph;
- celiometer;
- nova-network;
