Need to restart unity to activate changes to Custom Shortcuts (Settings => Keyboard)

Bug Description

After changing the Custom Shortcuts (e.g. adding a new entry), I need to restart unity to make it effective ("unity --replace &!").

This also affects changes to existing config entries: if I change them, the previous and new combination both are not recognized (until I restart unity).

TEST CASE:
1. Open Keyboard / Custom Shortcuts
2. Add a new entry or change an existing one
3. Press the new shortcut

ACTUAL RESULT:
Any changed hotkeys (added or edited) are ignored, until you restart unity.
