Tempest recently added a 'smoke-serial' tox env so that the 'smoke' env could run tests in parallel. This change needs to be backported to stable/havana and stable/grizzly tempest in order to work properly on changes to those branches.
I have proposed changes to backport the 'smoke-serial' change at https:/ /review. openstack. org/#/c/ 56825/ and https:/ /review. openstack. org/#/c/ 56826/. Neutron tests for these change are still running, but they have managed to get tempest running so I think this solves the problem.
