Ceph Mountpoint is lost after reboot

Bug Description

I noticed that when MySQL is linked to Ceph it will loose its mount-point after a reboot:

You can remount it using

       rbd map mysql/mysql1 --user mysql --secret /etc/ceph/ceph.client.mysql.key

       mount /dev/rbd/mysql/mysql1 /var/lib/mysql

This also affects the RabbitMQ charm.

Now that we support native rabbitmq clustering and the active/active percona-cluster charm, I'd really like to deprecate and remove the existing HA options in mysql and rabbitmq as they are not 100% reliable and lack features such as fencing.
