new shortcut window doesn't close

Bug Description
The new shortcut window stays open even if you close the main setting window.
Steps:
-> click the '+' button to add a shortcut in the shortcuts pannel
-> put name and shortcut BUT NO command
-> try to add the new shortcut and get an error message
-> close the settings window
= you get a floating panel!
