System menu has disappeared (13.10)

Bug Description

I very recently upgraded to 13.10 from 13.04. All fine.

Now the menu that is in the extreme top tight corner - containing shutdown, system updates is simply not present. I have yet to reboot to see if it comes back.

Release: 13.10

2) No package

During a forced shotdown i got:
modem_manager[4720] Could not get system bus.

After restart menu is present again.

I have two computers and both are affected by this problem. System menu diseappears randomly after the upgrade from ubuntu 13.04 to 13.10.

I am also having the same problem with the System Menu disappearing in Ubuntu 13.10 (x86). This was a clean install, not an upgrade.
