Project/package/person/etc fields don't auto-complete

Bug Description
1. Click "Also affects: Upstream..." in any bug report page.
2. In the project field, enter "gnome-ter" (without quotes).
What should happen: A menu appears underneath suggesting "gnome-terminal".
What actually happens: Nothing.
The same problem occurs when reassigning a bug to someone: entering part of a full name or an e-mail address should return matching suggestions (from people who have not chosen to hide their e-mail address). These results might give preference to people already involved in the project (bug 180161).
This was originally proposed in bug 1316, and also asked for in bug 117460.
