Unable to assign Alt+Shift shortcut to layout switching

Bug Description
Open System Settings, choose Region & Language, select Text Entry tab.
Select any input source language, click into 'Switch to next source using:'. Text in edit box changes to 'New accelerator...'
Pressing Alt+Shift, both both Shifts or Alts or any sensible combination won't get picked up, but changes back to default (Super+Space).
Sometimes though, the shortcut is Mod4+Super+
As a side effect when switching layout, the Keyboard Shortcuts window is displayed every time Super is pressed
Status changed to 'Confirmed' because the bug affects multiple users.
