Bug Description
I initially posted about this on Google+ here: https:/
To reproduce, just unpin all applications from the Plank and close them all. You will be left with a tiny rectangle just a couple pixels wide at the bottom of the screen. In this state, it's not really useful and it more closely resembles some kind of graphical glitch.
I'm guessing that either the Plank should disappear completely in this situation, or else look like it's still supposed to be there.
This has been seen on elementary OS Luna, with full updates as of September 18, 2013. The normal Pantheon environment was used, and the laptop is a Fujitsu Lifebook.
