Can not set short cut keys to switch layouts

Bug Description

When I try to set shortcut to switch layouts (alt+shift) I can not do so. I can do varios versions of Alt and a-z or number, but alt-shift ctrl-shift wich are common do not work, says disabled.

The mouse cliking switches layouts, but keyboard shortcuts do not.

I set the DConf key to alt-shif but i has no effect.

I can confirm that I can set this option in Tweak Tool. In Typing, I set Key(s) to Change Layout to Alt+Shift.

GNOME Shell recognized the new option (Super+Space still worked too) but Unity did not recognize it.

This is what Tweak Tool set:

$ gsettings get org.gnome.desktop.input-sources xkb-options
['compose:ralt', 'grp:alt_shift_toggle']

Changed in indicator-keyboard (Ubuntu):

Same here. I can use alt o ctrl with any numbers, letters, with space but not just alt+shift or shift_L+shift_R.
