[clock] disable pull scroll down and bounce back when at top of screen

Bug Description
Current situation:
When setting the timer the scroll bounce back can sometimes (I said sometimes ;-) !) get in the way of moving the handles.
Desired solution:
When user is at the top of the screen, the scroll bounce is deactivated.
