Display warning when asking a question on an "unsupported" project

Bug Description

When a user asks a question on a project that is not officially using 'Answers' and that doesn't have any answer contacts, a warning should be shown to the user telling them that its probable that nobody will pay attention to their question.

For example, Miro <https://launchpad.net/democracy> is marked as "Doesn't use Answers", but still has a big "Ask a question" button that links to an "Ask a question" page.
