Bug Description

It looks like we are unable to remove the router because we are no longer able to retrieve the admin-owned metadata port:

For more details, this regression was introduced when 'context' took the place of ctx_elevated in commit I299d4ed688a70b6dff506c999355661cf783ae26.

This bug is approved and the fix has been in the gate pipeline for a few hours now.

    Use admin context to retrieve metadata ports in NVP plugin

    The port that connects the router and the metadata
    network is created with admin context, so use the
    elevated one.
