Networking top taskbar menu stops functioning

Bug Description
This happens periodically: the drop-down network menu at the top of the screen stops working. For example, selecting Disconnect (or Connect) to ethernet or wireless has no effect. I have to run the Network app to get anything done.
I can restore functionality by logging out and signing back in.
