Bug Description
Even if an attachment job fails it's requirements tests and finishes with a status of 'unsupported', then the attachment is still included in the submission, with contents equal to the text of the failing requirement. It seems more correct for that attachment not to be included in the submission at all, and the existing behaviour is a little bit confusing.
