Bug Description
In Chromium (but not Firefox) a non-custom (i.e., the generic charm icon or a category icon) will not be entirely displayed when dragged if part of the icon is obscured by being scrolled out of view.
It may be possible to fix this by creating a new image element to display the charm icon and using that as the source of the dragImage.
