PCI passthrough: /usr/lib/xcp/lib/pci-flr missing

Bug Description
Hello,
I've already added my report to bug 1175763, but it might be assigned to the wrong package, so I'm reporting this against xen-api. Please close if that's wrong.
I'm trying to pass through PCI to a PV VM. PCI devices are assigned to pciback, but they won't show up in the VM. Upon checking the logs, I saw that xcp-fe tries to call /usr/lib/
Caught unexpected exception: Unix.Unix_error(20, "execve", "/usr/lib/

After failing it seem to try xl, that obviously fails as well since the stack is xapi:
(/usr/sbin/xl pci-attach 1 0000:0b:00.0) exitted with code 1
The VM starts up, but does not have any of the PCI devices, I am trying to pass through.
Please let me know if there is anything I can do on my side to fix that.
