Possible gate config layout issue

I am attempting to create a Barbican project in StackForge via changes to the openstack-infra/config project. The automated process has crashed and in the failure for the 'gate-config-layout', I see this in the console (at http://logs.openstack.org/32057/1/check/gate-config-layout/1688/console.html):

voluptuous.voluptuous.MultipleInvalid: extra keys not allowed @ data['projects'][134]['publish']

This leads me to suspect what I put in the 'layout.yaml' file:

    publish:
      - gate-noop

I will try to remove that code and add a patch.
