Add test case to check license headers

Bug Description

We should create a CTest test that verifies that all .cpp, .h, .cmake, and non-test .xq files (at least) have the appropriate license header on them.

Obviously for this test to pass the RQ it will be necessary to update all such files that do not have the appropriate header.

Marked bug 1169549 as a duplicate of this. It points out that many files have out-of-date copyright info (copyright 2011 and so on). Clearly to automate this, we will first need to decide what exactly the correct copyright info is, and probably change it annually.
