exposure wizard

The exposure export tool needs to have a wizard dialog that will allow the user to choose the admin level, time of day, Res/NonRes/Both. To make this dynamic, the interface needs to first allow the user to select a bounding box. Once the BB is created, the application needs to determine the admin levels that are available and only offer a selection from that list.
Next the user needs to select the time of day for the data selection, and then finally the user needs to select the res type.
