Re-introduce support for delete_queue

Bug Description

When we moved to use oslo code for rpc, we lost our means of cleaning up the guest agent rpc queue on delete.

What this means is that today, we are leaking queues in rabbitmq since our guestagents' queues do not go away when the db instances are deleted.

This needs to be fixed.
