Bug Description
For some reason that makes no sense, the decision to turn off ptracing is in this package.
For some reason that makes far less sense, it is an actual package file, not a configuration file. As such, it is overwritten every time the package updates.
This means that a system administrator is incapable of setting the value of kernel.
