Many projects have made the change, and the migration progress is being tracked at https://bugs.launchpad.net/swift/+bug/1177924. It is slow going for some of the last projects though. Glance, Swift, and Cinder all need work to make this happen.

zuul and JJB use testr now. There is a different bug to track this in other projects. As such this is marked fix released.
