Highlight permission changes better in code review pages

If a file's permission changes it gets a single line with no breaks between it and the rest of the diffs .
It is way to easy to miss accidental permissions changes on scripts in a larger diff (happened twice on our team)
These could be highlighted and layed out separately from the rest of the diffs, maybe summarized at the top of the full diff, or at least if inline separated by enough whitespace that it does not get lost in patch headers.
