gnome desktop: nothing but the wallpaper!

Bug Description

The system has Gnome desktop installed as well.
Creating a new user besides the one created during system installation does not offer access to the Gnome desktop, only Unity.
Gnome presents the default wallpaper, and thats all. No icons, no menus, nothing. Just the desktop.

Same user gets an "Invalid UTF-8" instead of his name at the top panel.

If you installed from beta2 or a daily from around then or before, then this would be due to https://bugs.launchpad.net/bugs/1158750

you need to edit /etc/default/locale, and make sure all LC_* lines have the full locale including the UTF-8. something like "en_US.UTF-8"
