Bug Description
Some tests want to treat touch and mouse devices the same. This is useful when writing tests that must run with a touch device where it's present (on "real hardware", for example), but should also run with a mouse in a VM.
We might also need this for determining that certain UI features work equally well with a mouse and with a touch device.
