Bug Description
We had one of the build which did not provide a BUILD-INFO.txt and it got published and then the needed permissions were missing. Ideally the android-build should not allow publishing of builds that don't have a BUILD-INFO.txt.

Can do. We can update lp:linaro-android-build-tools/node/build to return non-zero if BUILD-INFO.txt doesn't exist.
