Not possible to define custom keyboard shortcuts in 'Keyboard" settings

Bug Description

There is no possibility to add custom keyboard shortcuts, in contrast to the original Gnome keyboard settings. I'd like to add some custom shortcuts to start various programs/actions. Tried several ways to do it via gconf/dconf settings with no luck, so therefore this official bug/request.
