Super+Tab should not start at Dash Button

Bug Description
Using keyboard shortcuts, it would be more practical to start iteration at the super+1 position, not at the "activate dash" position. This is because the dash can readily be activated by pressing and releasing the super key. Pressing Tab to activate the dash would be rhetorical and thus should probably start one icon down.

Thank you for submitting this bug report to make Ubuntu better. It is actually a good logical reasoning, however since this needs permission from the design team I am marking it incomplete.
