when dragging some files around, have a place to drag the files into to create a new folder

Bug Description

The workflow of making a new folder before selecting the files you want to put into that folder doesn't make sense to me, I think it should be the other way around. So I had this idea when you have a bunch of files selected and then you can just drag them to a "new folder" icon at the beginning of the list/icon view.

In the linked branch, you can drag selected files and drop onto the background to get a context menu that includes the option "Merge into Folder". Although this does not use a "New Folder" icon to drop onto, it has virtually the same effect.

It is not clear where a "New Folder" icon would be put and it would be against Elementary policy to clutter the interface with new icons unnecessarily.
