button labels in add layout popover

Bug Description
The affirmation action in the add layout popover is current "Apply". However the action that is completed is adding the layout. So, the button label should instead probably read "Add Layout"
"Close" is a bit of an ambiguous term. It doesn't really say what will happen when the popover is dismissed. A better opposing action in this case would be "Cancel"
