There appears to be a problem related to inotify affecting a lot of people with apps like Shutter and Dropbox.

It is known to affect 12.04 LTS users with the latest updates. What version are you using?

Try a full reboot and update here if the problem goes away (at least temporarily).

The kernel, inotify, or perhaps gnomevfs seems to get in a bad state, maybe a resource leak. At that point applications can't add or remove inotify entries to watch files for changes. Shutter displays an error after each screen shot, and you can't close Shutter tabs any more. If you restart Dropbox you might find it doesn't work any more.
