Bug Description
User request via discussion on IRC is to get heat packages uploaded to pypi
Since we've already got the distutils stuff I guess this should be fairly easy, but if we do this then we probably have to commit to releasing new versions to pypi each time we tag a new release.
Need to investigate our distutils/setup.py stuff to ensure everything is as required for pypi, and update the release documentation so that new releases are uploaded to pypi as part of the release process
