Apologies, I believe I have found a solution.

I have 13.04 and loaded up the gnome interface. Since then i've received the same error.

I opened Passwords and Keys>View>By Keyring
I unlocked the Gnome 2 Key Storage Folder
I selected the Login Folder and then deleted the Gnome 2 keyring / pass pn the right side of the panel (right click > delete)
I also clicked the plus sign and added a stored password:
Keyring: Login
Description: whatever
Password: Your ubuntu login password
Then I added it.

I did not need to reboot. The constant nagging for keyring passwords that could lock up my keyboard if I didn't cancel them went away.

I'm a noob at ubuntu and i'm not sure which thing fixed it (the deletion or the add?) but I hope it fixes this bug for you guys.

*update*

unlocking the "Gnome2 Key Storage" in "Passwords and Keys" is what made it stop. However it relocks on reboot, and it will not let you write a login pass into the Storage even though it has unlocked. I'm going to play with a few settings. bbl
