Acq: Receiving an item should not change the status to "In Process" in many cases

Bug Description

Receiving an item in acquisitions automatically changes the status of the copy to "In Process." While this makes sense when the status was previously set to "On Order," it should not be changing the status if the copy is already in another status (checked in, in transit, on the holds shelf, or checked out to a patron.) Many of our libraries receive items from the invoice, but may not get to the invoice until after the item has been placed on the shelf.

Not sure if this one is likely to bite us soon, but I can imagine it being a problem at some point.

Thanks Mark! Seems to work as advertised. I received items that were in various statuses, and it only updated to "In Process" when the item was in an "On Order" status.

I felt comfortable about my testing for this one so it's good to go … I was just slow about adding the pull tag. Done now!

I tested and pushed this fix to master, rel_2_3, and rel_2_2 as it likely affects acq use there too.
