Implement localized dates for UX2

We need to slow everything down until we get clarity on the Q4 budget.

Took me all day, but went through all ux2 templates and added date localization.

Deployed to cguardia-1051005-localized-ux2-dates.

If date localization means dates are us eastern standard time or european time then this looks good but if it means it should be according to my time zone then it missed I am in central and only see eastern.

I also see it only mentions dates and not time so I am marking this tested and it looks good.

It only means the formatting of the date. Nothing to do with times or time zones.

I am going to teleport these into the future so we can test them. Breaking the rules a little.
