Bug Description

In bug #971910, Jason implemented copy editor field hiding. However, (barring local config) that requires the general (and important) UPDATE_ORG_SETTING permission. This branch adds the seed data (appropriate for 2.2+) to allow finer-grained control of that facility.

I am willing to leave this to local config, but if we are going to provide a default I recommend we go with a fairly consistent existing naming scheme for the permission:

"UPDATE_ORG_UNIT_SETTING.ui.hide_copy_editor_fields"
