Make ZStormResourceManager only upgrade the schema when changes happen

Bug Description

The ZStormResourceManager blindly checks for schema upgrades at every setup. In case of multiple databases and numerous patches this results in a noticeable performance cost between subsequent test runs. The resource could be made a bit smarter and use time stamps to more cheaply decide whether to upgrade or not.
