Bug Description
There was similar bug https:/
Sebastien Bacher recommended to open a new one if problem still exists in 12.04.
So, here it is, please take look at video attached in order to reproduce it.
Basicly, I opened Gedit and Terminal, changed keyboard layout in Gedit, switched to another keyboard in Terminal, and indicator stuck in Serbian (Latin) even if Gedit was in Cyrillic layout.

I have this problem in Ubuntu 12.04 too. When i open Gedit, Gvim, Terminal, Mozilla or any other application and change from [en] to [ru] — keyboard layout change but indicator doesn't change.
