Cannot create selection list from My Selection Lists if you don't already have selection lists

Evergreen 2.2 and in master
One way you can create a selection list is to select Acquisitions < My Selection Lists. Along with a list of your selection lists, there is a row of buttons for "New Selection List", "Clone Selected", "Merge Selected" and "Delete Selected."
However, if you don't already own a selection list, you just receive a "There are no results from your search" message, and the buttons do not display. You need to create a selection list by some other means to be able to create new selection lists in this interface.
We would like to see those buttons even when there are no results so that users can create a selection list from this screen in all scenarios.
