Bug Description

Within the TPAC Account Preferences pages, the page title and active/hilighted tab are incorrect when selecting Notification Preferences and Search Preferences.

Additional information useful for testing:

This fix corrects behavior on the following two pages:
/eg/opac/myopac/prefs_notify
/eg/opac/myopac/prefs_settings

before: when logged in and viewing either of the two pages, the page title is "Catalog - " and the "Account Preferences" tab is not hilighted.

after: page titles should be "Catalog - Your Account - Account Preferences", and the "Account Preferences" tab should be hilighted.
