[mouse]: should not display the tabs bar when only one pane is in use

Bug Description
The dialogs in System Settings should not show the tab bar when there's only one tab available, even if the dialog is expandable and can show more than one tab. This is the case with the Mouse and Touchpad dialog in System Settings, for example, where if there is only a mouse available and no touchpad, there's only one tab shown, which honestly doesn't look nice, in my opinion. Thus, changes should be applied to not show the tab bar when there's only one tab and obviously present it when there are two tabs or more in the dialogs.
