whoopsie used in dbus config without depends

By depends I mean one of Suggests/Recommends/Depends. Currently, with no other changes, I'd say you need Depends. Thus I think you should change part of your package to accommodate for systems that don't have whoopsie installed.

This leads to...

It's not an error and it doesn't break anything, but it should be easy for you to change things a little. One option is to create this user, though I'd coordinate that with the whoopsie developer. A perhaps better solution is to split this configuration out so that is will only be included if/when whoopsie is installed or the whoopsie user is available.
