tulip doc location wrong in manpage, and not in doc-base

Bug Description
I tried to find the docs to tulip.
the man page (man tulip) says the docs are in: /usr/share/
But they aren't.
I notice ther is a tuplip-doc package and install that. There still aren't any docs there.
I try dwww and that lists a range of manpages but still no link to the manual.
Looking in dpkg -L tulip-doc I see that the manual is in fact in /usr/share/
registering this with doc-base and correcting the link in the manpage would make it a lot easier to find the docs.
Mentionning that tulip-doc needs to be installed for the docs to be available would also be helpful.
Clicking 'help' in the application didn't get me any help - it silently did nothing. This is because it tried and failed to run QT::Assistant. (that is installed, but I am using xfce with KDE services turned off so I guess that's why it didn't work. Falling back to 'any-old help browser' would be nice here, but I don't know if the KDE framework makes that possible.
