insufficient interactive help message from bzr shelve

Bug Description
In continuation of bugs #327429 and #517660:
When interactive prompt "Shelve? [yNefq?]" is displayed and a user presses "?" the following line is displayed:
Shelve? [(y)es, (N)o, (f)inish, or (q)uit]
Two issues here:
1. "(E)dit" keyword is missing.
2. It's not obvious what the difference between finish and quit, this should be clarified, probably changing the keywords
